Carmel-by-the-Sea: Person reported that while driving within the business area on Dolores Street, he was sprayed with a liquid substance — either water or spit. At the time, a delivery van passed him. The person believed that he was sprayed in the neck through the use of a squirt gun or by someone spitting on him. The driver of the delivery van stated that he did not spit or squirt water. He remembered using the windshield washer fluid and activated the wiper blades. No merit.
